New Mineral Processing Equipment Industry Cluster launched

“Clustering is a dti initiative to provide a means for government to engage with industry,” explained Fernando Monteiro, who is also a member of the SACEEC (South African Capital Equipment Export Council) Board of Directors.

Tapiwa Samanga, Director: Capital Equipment and Allied Services at the dti, confirmed that Government’s drive is to revitalise the country’s manufacturing industry in both capacity and capability. This commitment lies in the designation of certain products. State procurement will be filled by locally manufactured items, while at the same time government will encourage the private sector to use best practices in procurement.

“The largest private procurement is and always has been the mining industry in SA, so government and various industry clusters need to encourage preferential procurement in the mining industry. The dti are still working on the demand side and will continue the fight, however it is also up to private sector to prove themselves and demand the orders,” explained Samanga.

The goals of the Mineral Processing Equipment Cluster were articulated as follows:

  • To develop the market and at the same time develop the members to supply the market.
  • Standard competition rules apply. There is no space for discussion of pricing structure, volumes and tenders in the cluster and the Competitions Commission are invited to all meetings and receive all minutes of meetings. There are certain provisions within the CC that hinder the collective capability of the local market, where competitors are encouraged to form co-operatives to make them more competitive. As a cluster, the members can try to influence or change the laws and policies that shackle them.
  • The cluster needs to look for larger contracts, which allow for control over the local content and dictation of the input, be they local or international. The cluster aims to help drive government policy and focus for the sector; identify opportunities and obtain government’s assistance in packaging deals. Through clustering, the value offering for customer is also increased, especially on large projects. Collective expertise offers complete solutions.
  • The Technology and R&D requirements of the cluster (DST) will be identified to ensure that SA can be ahead of the world technology curve.
  • Local procurement needs to form part of the Mining Charter.
